Public Sector Learning is a Texas-based nonprofit organization committed to educating and empowering public servants, nonprofit professionals, and institutions through our educational services, courses, and resources. One of our leading initiatives is the Public Funds Academy, a digital learning platform designed to teach foundational and advanced principles in government procurement, public fund management, compliance, and grant development. Because we work closely with learners, sponsors, donors, and public institutions, we’ve created this Terms and Conditions and Privacy Policy narrative to help you understand your rights, your responsibilities, and how we protect your information when you engage with us.
By using our websites, participating in our courses, enrolling in programs, or sponsoring our mission, you agree to abide by the terms described in this document. These terms apply to all visitors and users, including individuals accessing materials for their personal development, government agencies utilizing our platform for workforce training, institutions sponsoring professional development, and members of the public exploring our educational resources.
Public Sector Learning operates under the laws of the State of Texas and the United States of America as a mission-driven nonprofit. Our work is not commercial in nature. Our digital offerings are designed to serve the public good, and while some programs require a financial contribution—either through paid course enrollment or tax-deductible sponsorships—these are not for-profit transactions. We reinvest all funds into course creation, platform improvements, public education, and expanding access to those serving communities.
The Public Funds Academy is our structured educational program that provides both self-paced and instructor-led courses in public service fields. Our curriculum is built to help users build real-world skills in areas like procurement, grants, budgeting, audit readiness, compliance, and contract management. While we offer toolkits, templates, digital guides, and sample documentation, none of our content should be interpreted as legal, accounting, or contracting advice. We encourage all users to consult qualified professionals before making specific decisions related to public sector responsibilities or funding compliance.
As a user of our platform, you agree to engage with our services ethically, lawfully, and for their intended use. This means using the content for your own learning or training others within your authorized organization. It also means respecting copyright protections. No content may be resold, republished, altered, or redistributed without written permission. Sharing login credentials beyond your personal or organizational account is not allowed. We reserve the right to suspend or revoke access to any user who misuses content, shares materials without authorization, or attempts to compromise the security of our learning platforms.
From time to time, we may update course materials, reorganize modules, or make technical changes to our digital infrastructure. We may also update our policies to reflect changes in law, technology, or nonprofit regulations. If we make a change, the newest version of this agreement will be posted on our site. By continuing to use our services after any updates are made, you are agreeing to the revised terms.
Now, let’s talk about privacy—something we take very seriously. When you use our services, we may collect information about you. This can include your name, email address, job title, organization, and the courses you access or complete. If you make a payment for a course or event, your transaction is handled by a secure, third-party processor such as Stripe or PayPal. We never store full credit card numbers on our servers. In addition to direct information you provide, we also use digital tools to understand how people use our websites. This includes tracking general activity like what pages people visit or how long they stay on a page. These tools help us improve the learning experience and tailor content to what matters most.
It’s important to know that we never sell or share your personal data with marketers or outside vendors. The information we gather is only used internally—for educational delivery, reporting to funders (in anonymized form), issuing certificates, or contacting you about course updates. Occasionally, we may generate reports to share the impact of our work with grantmakers or sponsors, but your individual identity is never disclosed without your permission
We also respect your privacy rights. If you ever want to know what information we’ve collected about you, or if you want us to delete your data (when legally allowed), just reach out. In compliance with the Texas Data Privacy and Security Act and applicable federal laws, we will do our best to honor your request quickly and securely. We also comply with the Children’s Online Privacy Protection Act (COPPA), meaning we don’t knowingly collect data from children under the age of 13.
To keep your data safe, we use strong digital safeguards, including encryption, administrative access controls, and secure server protocols. If there is ever a breach of our systems, we will notify you in accordance with Texas and federal data breach laws. We encourage all users to maintain strong passwords and avoid sharing login credentials to help us protect the integrity of the learning environment.
By participating in our platform, you acknowledge and accept that our services are based in Texas and that any dispute related to the use of our websites or content will be governed by Texas law. Any legal action must take place within the state or federal courts of Texas. This agreement does not create an employment, joint venture, or partnership relationship between Public Sector Learning and any user. It simply outlines the framework under which we share information and learning resources with those dedicated to serving the public.
If any portion of this document is found unenforceable by a court of law, that section will be adjusted or removed, but the rest of the terms will remain intact and enforceable.
Should you ever have questions about our policies, need clarification on any part of this agreement, or wish to contact us for privacy or course-related matters, we encourage you to reach out directly. We are here to support your growth as a public servant and to make sure your experience with us is both meaningful and secure.
